Don't know what to do

I have a cat named Max..he is 16 years old. For the past months now he has always gone potty in his litter box but now seems to think he can do his duty anywhere he wants. First it was just poo now it is pee too. He seems to pick the same spots all the time. I shanpoo and shampoo and use viniger and pinesol trying to take the sent out sso he won't come back to the spot with no luck...The Vet said he has an attitude problem now that he is on Throid meds.. Not sure I agree... Does anyone have suggestions or something i can put on the carpet to keep hiim from doing this... He does use his little box but only to pee mostly..very confused!!

when ever she would potty on the floor I would take
her outside.
And when ever she would go outside I would give her a treat same thing with cats when they potty of the floor take them to the litter box and when they potty in the right spot litter box give them a treat best of luck
